WHAT WE DO

We are a multidisciplinary team of policy experts with experience in key aspects of public policy, especially in Latin America. Our team has direct, high-level public policy experience and top-level research capacity, with the flexibility to help design and implement policy solutions for governments and international organizations.

TRADE POLICY

Our team has worked on trade negotiations, anti-dumping, tariff modifications, non-tariff barriers and other aspects of trade policy. We were actively involved in Mercosur trade negotiations between 2015 and 2019, including the EU-Mercosur agreement, the EFTA-Mercosur agreement, the Argentina-Chile FTA, the Argentina-Colombia trade deal, and the modernization of Mercosur´s investment and public procurement agreements. We also led negotiations with the US government that included the signing of a Trade and Investment Facilitation Agreement, the exception of Argentina from the steel tariffs imposed under Section 232 of the Trade Expansion Act, and the inclusion of Argentina in the Generalized System of Preferences.

COMPETITION POLICY

We helped bring Argentina´s competition policy to the frontier of international best practices. Our work included bringing together a first-rate team of professionals to modernize the Competition Commission, dramatically improving the efficiency of the commission and drafting a new Competition Law, which was approved by Congress in 2018. The new law created an independent National Competition Authority, streamlined the procedures for antitrust cases and mergers and increased penalties for competition violations. We participated in key competition cases, including the largest merger in Argentine history, a key financial sector case that dramatically increased competition in the electronic payments market, and a case that increased competition and lowered operating costs in port services.

PRODUCT MARKET REGULATION

Our team drafted and negotiated the Knowledge Economy Promotion Law which was recently approved by Congress in Argentina. The new law provides incentives for fostering investment and jobs in 10 KE subsectors (i.e. software, professional services, biotechnology, audiovisual services, nanotechnology, artificial intelligence, robotics, electronic and communication services and geological services), bringing Argentina to the frontier of international best practices in KE promotion policies. We also led the creation of the electro-intensive industries program with the Ministry of Energy in Argentina. The program provides a special tariff regime for 10 industries where energy usage makes up a significant part of production costs, based on international best practices.

ECONOMIC GROWTH AND PRODUCTIVE DEVELOPMENT

We have worked in the formulation and execution of economic growth and productive development strategies, including the National Productive Plan implemented in Argentina, a comprehensive strategy for increasing productivity and fostering job creation, involving eight national ministries and the President’s office. Our team has also consulted on the coordination of economic growth and global integration strategies with sub-national governments in Latin America.

MACROECONOMICS AND FISCAL POLICY

We have worked in the formulation of macroeconomic and fiscal policy, including research and implementation of the budget process, macroeconomic forecasts, ex-ante and ex-post fiscal and cost-benefit analysis of policy and legislative proposals, Treasury / Central Bank coordination, IMF negotiations, the Argentine G20 presidency and OECD accession process. Our team has also consulted on fiscal and macroeconomic policy in Afghanistan, Paraguay, Honduras, El Salvador and other national and subnational governments.
